為加快工作落實,推進優質校建設,5月9日,我院召開優質校項目建設推進專題會議。院長秦河主持會議并講話,學院領導,優質校各項目組負責人,財務處、資產管理處、總務處、學生處、監察審計處、繼續教育與社會服務處、圖書館負責人,各系(部)主任參加會議。
副(fu)院(yuan)長郭鵬匯報了優(you)(you)質(zhi)(zhi)校(xiao)項目(mu)(mu)建(jian)(jian)(jian)(jian)設(she)(she)(she)整(zheng)體推(tui)進情況,各(ge)項目(mu)(mu)組負責(ze)人匯報了9個(ge)項目(mu)(mu)建(jian)(jian)(jian)(jian)設(she)(she)(she)推(tui)進情況,資產管理處、財務處匯報了資產采購、資金支出進展(zhan)情況。會議指出,自優(you)(you)質(zhi)(zhi)校(xiao)立項建(jian)(jian)(jian)(jian)設(she)(she)(she)特別是(shi)今年以來,學(xue)院(yuan)把優(you)(you)質(zhi)(zhi)校(xiao)建(jian)(jian)(jian)(jian)設(she)(she)(she)作為工(gong)作主線,加(jia)強頂層(ceng)設(she)(she)(she)計(ji)、統籌整(zheng)體推(tui)進,強化工(gong)作落(luo)實,各(ge)個(ge)項目(mu)(mu)建(jian)(jian)(jian)(jian)設(she)(she)(she)按照(zhao)進度(du)全(quan)面展(zhan)開,部分建(jian)(jian)(jian)(jian)設(she)(she)(she)任務提前完成(cheng)預(yu)期目(mu)(mu)標,整(zheng)個(ge)建(jian)(jian)(jian)(jian)設(she)(she)(she)工(gong)作取得了重(zhong)(zhong)要階段性成(cheng)績。當前,優(you)(you)質(zhi)(zhi)校(xiao)建(jian)(jian)(jian)(jian)設(she)(she)(she)時間緊、任務重(zhong)(zhong)、要求高,建(jian)(jian)(jian)(jian)設(she)(she)(she)過程(cheng)中仍(reng)存在整(zheng)體推(tui)進較為緩慢,重(zhong)(zhong)點指標成(cheng)績不夠突(tu)出,個(ge)別建(jian)(jian)(jian)(jian)設(she)(she)(she)項目(mu)(mu)遇到(dao)瓶頸,資產招標、資金支出滯后等問(wen)題,必須引起高度(du)重(zhong)(zhong)視,采取更加(jia)有力(li)的(de)措施認真加(jia)以解決。
院(yuan)長秦河(he)對做好(hao)下一步優質校項(xiang)目(mu)(mu)建(jian)(jian)設(she)(she)工(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)進(jin)行了安排部(bu)署。秦河(he)強(qiang)調,一是要(yao)(yao)牢(lao)固樹立質量意識,把保(bao)證(zheng)質量貫徹(che)優質校建(jian)(jian)設(she)(she)的(de)始(shi)終,切實(shi)把建(jian)(jian)設(she)(she)目(mu)(mu)標(biao)(biao)落腳到(dao)創新辦學體(ti)制(zhi)機制(zhi)、增強(qiang)社會服務能力(li)、提高人才培養質量、提升(sheng)學院(yuan)綜合實(shi)力(li)上(shang)來,工(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)要(yao)(yao)做實(shi)做細,成(cheng)效要(yao)(yao)務實(shi)可(ke)見,堅決(jue)(jue)杜絕(jue)搞“花架子”“空殼(ke)子”。二(er)是要(yao)(yao)加(jia)快項(xiang)目(mu)(mu)整(zheng)體(ti)推進(jin),強(qiang)化(hua)時(shi)(shi)間觀念和(he)效率意識,要(yao)(yao)進(jin)一步加(jia)強(qiang)對項(xiang)目(mu)(mu)建(jian)(jian)設(she)(she)的(de)統籌協調、調度落實(shi),建(jian)(jian)設(she)(she)任(ren)(ren)務建(jian)(jian)立臺賬(zhang)、進(jin)榜上(shang)墻。要(yao)(yao)正確(que)處理項(xiang)目(mu)(mu)建(jian)(jian)設(she)(she)和(he)常規工(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)的(de)關系,必要(yao)(yao)時(shi)(shi)加(jia)班(ban)加(jia)點推進(jin)建(jian)(jian)設(she)(she)進(jin)度。資產采(cai)購(gou)、資金支出(chu)要(yao)(yao)打好(hao)工(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)提前量,確(que)保(bao)按時(shi)(shi)保(bao)質完(wan)成(cheng)工(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)任(ren)(ren)務。三是要(yao)(yao)突出(chu)重點建(jian)(jian)設(she)(she)指標(biao)(biao),要(yao)(yao)抓住優質校評估體(ti)系中權重大(da)的(de)部(bu)分(fen),在國家級、省級標(biao)(biao)志性(xing)成(cheng)果(guo)方(fang)(fang)面實(shi)現突破。要(yao)(yao)把核心期刊論文(wen)數(shu)量等具有橫向可(ke)比(bi)性(xing)的(de)量化(hua)指標(biao)(biao)作(zuo)(zuo)(zuo)(zuo)(zuo)為建(jian)(jian)設(she)(she)重點,健全激勵機制(zhi),強(qiang)化(hua)重點補短,推動建(jian)(jian)設(she)(she)期內多出(chu)成(cheng)果(guo)、快出(chu)成(cheng)果(guo),提升(sheng)學院(yuan)競爭力(li)。四是要(yao)(yao)抓好(hao)難(nan)點工(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)落實(shi),要(yao)(yao)進(jin)一步創新工(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)思(si)路(lu),對于(yu)難(nan)度比(bi)較大(da)的(de)工(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)項(xiang)目(mu)(mu),要(yao)(yao)樹立目(mu)(mu)標(biao)(biao)意識,全力(li)以赴攻堅克難(nan),必要(yao)(yao)時(shi)(shi)尋找(zhao)替代方(fang)(fang)案(an),確(que)保(bao)工(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)目(mu)(mu)標(biao)(biao)完(wan)成(cheng)。對于(yu)確(que)實(shi)需要(yao)(yao)作(zuo)(zuo)(zuo)(zuo)(zuo)出(chu)調整(zheng)的(de)項(xiang)目(mu)(mu),必須(xu)充分(fen)進(jin)行論證(zheng),提交黨委會研究決(jue)(jue)定。
秦河(he)要(yao)求,各(ge)(ge)單位(wei)、各(ge)(ge)部門(men)要(yao)牢(lao)固樹立(li)(li)一(yi)盤(pan)棋思(si)想,服(fu)從、服(fu)務(wu)(wu)于優質(zhi)校(xiao)建設(she)的大局(ju),單位(wei)(部門(men))負責人要(yao)將優質(zhi)校(xiao)建設(she)的緊迫意識傳導給廣大教職(zhi)工(gong),消(xiao)除畏難和抵(di)觸(chu)情(qing)緒,把(ba)(ba)思(si)想統一(yi)到完(wan)成優質(zhi)校(xiao)建設(she)目標、促進(jin)學校(xiao)發展(zhan)上來(lai);創(chuang)優辦要(yao)進(jin)一(yi)步(bu)加(jia)強(qiang)工(gong)作統籌(chou),整體把(ba)(ba)控任務(wu)(wu)完(wan)成進(jin)度和質(zhi)量;各(ge)(ge)項目組要(yao)加(jia)強(qiang)與創(chuang)優辦的溝通協調(diao),推動(dong)各(ge)(ge)項具體工(gong)作往前推進(jin);廣大教職(zhi)要(yao)繼續保持緊張、有序的工(gong)作作風,進(jin)一(yi)步(bu)樹立(li)(li)大局(ju)意識,立(li)(li)足本職(zhi)工(gong)作、弘(hong)揚奉獻精神、狠抓工(gong)作落實,為優質(zhi)校(xiao)建設(she)添磚加(jia)瓦。
